ICPC at SISP 2025: Exploring Digital Sovereignty and Cybersecurity in Political Science

The Internet and Communication Policy Center (ICPC) is pleased to announce its participation in the 38th Annual Conference of the Italian Political Science Association (SISP), which will take place from 4 to 6 September 2025 at the University of Naples Federico II.

As part of Section 14, “Digitalization: Normative and Empirical Challenges for Political Science” – chaired by Professors Mauro Calise and Fortunato Musella – ICPC members will coordinate two high-profile panels addressing some of the most pressing issues in contemporary political science.

Panel 14.3 – Digital Sovereignties: Governance, Security and Rights
Chaired by Professor Mauro Santaniello, this panel will examine how the concept of digital sovereignty is reshaping global debates around governance, privacy, and national autonomy. Contributions will engage with diverse frameworks and case studies – from EU regulations to China’s cybersecurity strategy and U.S. tech restrictions – while also addressing the role of non-state actors, including corporations and civil society, in shaping the digital domain.

Panel 14.4 – Institutionalizing Cybersecurity in the European Union: A Distinctive Approach?
Chaired by Dr. Nicola Palladino, this panel will explore how the EU has developed a multifaceted cybersecurity governance model that bridges internal policy integration with external strategic action. Topics include the institutional evolution of EU cybersecurity policy, multi-level governance across Member States, normative external action, and the challenges posed by emerging technologies. The panel seeks to assess whether the EU is carving out a unique approach to digital security rooted in democratic values and regulatory coordination.

Both panels reflect ICPC’s commitment to advancing interdisciplinary and critical research on digital governance, technology policy, and international regulation. We invite scholars, practitioners, and students to join us in Naples for what promises to be a vibrant and timely exchange of ideas.
