Carlos Fonseca

Research Assistant


Carlos Fonseca is a research assistant at the ICPC, working within the PRIN project “Cybersecurity Public Policy: The Institutionalization of Platform and Network Security in the EU and Italy.” His research interests include cybersecurity international cooperation, internet governance, and digital sovereignty.

Before joining ICPC, Carlos was a research intern at the The United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS), at the Regions and Cities Governance Lab (Re-LAB) and the Digital Governance Cluster, where he focused on regionalism in Latin America and Europe, as well as internet governance.

Carlos holds a bachelor’s degree in International Business from Universidad Católica de Pereira, Colombia, and a master’s degree in Global Studies & EU from the University of Salerno, Italy. He was subsequently awarded a full scholarship to study at the College of Europe in Natolin, where he obtained a Master of Arts in European Interdisciplinary Studies, specialising in the subject EU and the world.
