Carlos Fonseca
Carlos is a PhD Researcher at the Ghent Institute for International and European Studies (GIES) conducting research on EU cybersecurity cooperation with Latin America and the Caribbean. He is also a PhD fellow at UNU-CRIS, working under the Regions and Cities Governance Lab (Re-LAB) and the Digital Governance Cluster.
Previously, Carlos was a research assistant at the ICPC, contributing to the PRIN project “Cybersecurity Public Policy: The Institutionalization of Platform and Network Security in the EU and Italy.”
Before joining ICPC, Carlos was a research intern at the United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS), at the Regions and Cities Governance Lab (Re-LAB) and the Digital Governance Cluster, where he focused on regionalism in Latin America and Europe, as well as internet governance.
Carlos holds a Bachelor’s degree in International Business from Universidad Católica de Pereira in Colombia, a Master’s degree in Global Studies and EU from the University of Salerno and a M.A. in European Interdisciplinary Studies from the College of Europe.
